Highway 104 Twinning
New Glasgow to Sutherlands River

BACKGROUND - The Department of Transportation and Infrastructure Renewal (Transportation and Infrastructure Renewal) is continuing with plans to upgrade and twin Highway 104 between New Glasgow and Sutherlands River. Highway 104 is part of the Trans Canada Highway system as well as the National Highway System making it eligible for federal cost sharing. It is currently a four lane 100 series divided controlled access highway from the New Brunswick border to New Glasgow. The section of highway from New Glasgow to Sutherlands River is currently a two lane 100 series highway with limited control of access.

PROJECT SCOPE - The proposed highway is planned as a four lane, divided, controlled access, depressed open median facility. This project will be completed in two phases. Phase 1 consists of twinning the existing highway from the end of the twinned section at New Glasgow, east to Pine Tree Road (7.9 km). The new lanes will be constructed on the south side of the existing lanes.

Phase 2 will consist of twinning from Pine Tree Road east, across Sutherlands River (approximately 3.6 km).

A second structure will be constructed at Exit 26 to accommodate the new lanes. A new overpass will be constructed at Pine Tree Road. Roads such as Thompson, MacKay, Evan MacDonald, Linacy, Young, and Old Pine Tree roads will no longer have direct access to Highway 104.

A grade separated interchange will be constructed at the site of the existing Exit 27A intersection. A new section of Trunk 4 will be constructed south of Highway 104 from this interchange to Church Road., where a new structure will be built over Sutherlands River. The intersection at Exit 27 will be removed and access to Route 245 will be via Trunk 4 with a structure over Highway 104.

PROJECT SCHEDULE - In addition to planning and design work, an environmental assessment has been completed. Federal approval is required prior to construction.

Phase 1 of this project is scheduled to begin in 2006 and will take four years to complete. Construction will include clearing (removal of trees and bushes), grubbing (removal and possible stockpiling of earth material unsuitable for road construction), subgrade (road bed) construction, structure (bridge and culvert) construction, graveling and paving.

Construction of Phase 2 is currently scheduled to begin in 2008 but is dependant on the availability of funding.
