Impact of the graduated driver licensing program in Nova Scotia

Results

The evaluation involved a series of increasingly refined analyses to determine the extent to which the graduated licensing program in Nova Scotia, or other competing variables, accounted for changes in all collisions (i.e., fatal, injury and property damage) as well as those involving only casualties (i.e., fatal and injuring producing) among the target group. Simple pre-post comparisons and time series designs examined collisions among 16- and 17-year-old drivers before and after the implementation of the program. Further pre-post comparisons focused on the collision rates of all novices, regardless of age.
