Impact of the graduated driver licensing program in Nova Scotia

Method: Dependent Variables

The objective of the Nova Scotia program is to reduce the incidence of crashes involving new drivers, so the primary dependent measure for the study was all collisions, which includes those involving a fatality, injury, or property damage. However, most collisions involve just property damage – e.g., in 1997 in Nova Scotia almost 70% of all collisions involved property damage only. Accordingly, a composite measure based on all collisions will, in fact, reflect changes primarily in property damage collisions. This index may be somewhat insensitive to the impact of the program on serious crashes – those involving injury or death. Accordingly, the evaluation also measured changes in casualty collisions separately, although it was not possible to disaggregate injuries and fatalities, due to the small number of fatalities each year.
