Building Permit

Who Needs This Permit?
Anyone who wants to erect, construct, add to, alter, replace, or relocate any building or part of a building or structure within the Municipality of the District of Chester.

Note: Situations where a building permit is not required are listed at the end of this entry under Additional Information.

Note: In zoned areas within the District, building permits cannot be issued until a development permit is first issued. [See Development Permit ]

Note: When anyone wants to change the use, or occupancy classification, within existing buildings, they must apply for such change of use, or occupancy classification, including any work necessary for the desired occupancy, as required by the National Building Code of Canada. [See Occupancy Permit]

Application Process:
A completed application is to be submitted accompanied by construction drawings for all new construction and most renovations. You should also include: plot plan showing distances to any property line, buildings, etc. Also appropriate design drawings and specifications where required. Permit fees should accompany all applications.
Waiting Period:
Usually within a week after application and plans, as well as any additional required permits, are received.
Price & Payment:

This fee is determined by the estimated cost of construction. It can range from $8.00 (for construction estimated between $0 and $10,000) to $60 (for construction estimated between $50,000 and $100,000).  Permit fees for construction estimated over $100,000 is $100.00 plus $1.00 for each $1,000 over $100,000.

There is also an additional fee of $10 to cover the cost of a civic address number sign, if you do not already have one.

Expiry & Renewal:
This licence is valid for 18 months from the date it is issued. It is renewable; the Municipality will send out a renewal notice before it expires.

Note: A temporary building permit is valid for 12 months but can also be renewed.

Additional Information:
Building Permits are not required for:

(a) Accessory buildings not greater than 20 square metres (215.2 square feet) in building area;
(b) Fences (any height);
(c) Installation of siding over an existing exterior finish;
