Mineral Exploration: Special Licence

Who Needs This Licence?
Anyone who wants to explore lands in Nova Scotia for specified minerals which are not covered in an application for a Mineral Exploration licence, namely: Coal, Salt, Potash, Uranium, and Geothermal reserves.

Note:  Gypsum and non-crown Limestone are not considered minerals in Nova Scotia.  There is currently a moratorium on Uranium Exploration in Nova Scotia.

Application Forms & Process:
An application form (Form No. 6, Application for Exploration Licence or Renewal of Exploration Licence) can be obtained from the nearest Regional or Area Office of the N.S. Department of Natural Resources or the Registry of Registry of Mineral and Petroleum Titles, Department of Natural Resources. When completed, it is submitted to the Registry of Mineral and Petroleum Titles.

If all requirements are met, and the application is approved, the applicant will be notified by the Registrar of Mineral and Petroleum Titles.

Waiting Period:
3 months, provided that all the items that must accompany the application have been received.

Expiry & Renewal:
The licence is valid for 1 year from the date it is issued, and may be renewed for 4 additional years.  The renewal time is its anniversary date. The Department will send out a renewal form before the licence expires. When returned, it must be accompanied by an assessment report and a Statement of Expenditures form.

Issuance or renewal: $5.44 per claim

Related Requirements:
1.  External:
  1. Proprietorship / Partnership / Syndicated Corporate applicants must be registered with the Registry of Joint Stock Companies.
     
  2. Permission of the landowner before entering on any land for purposes of exploration.
     
  3. All work conducted pursuant to this Permit must be done in compliance with the Occupational Health and Safety Act, the Environment Act, and all other pertinent legislation.


2.  Internal:
  1. In case of Crown lands: the applicant needs permission of the Crown Lands Administration Division, N.S. Department of Natural Resources.
  2. For drilling, a drilling notification form is required.
     
  3. For pitting / stripping by mechanized means or by manual means at depths greater than 1 meter for treasure trove, a Mineral or Treasure Trove: Excavation Registration, N.S. Department of Natural Resources, is required. Also required for underground exploration.
     
  4. A work proposal must first be submitted and approved.
Additional Information:
A Special Licence conveys the right to prospect on lands, subject to consent of the landowner, withdrawn from application for an exploration licence and/or the following minerals that have been withdrawn from application for an exploration licence: coal, salt and potash, and geothermal reserves.

Note: There is currently a moratorium on Uranium Exploration.
