General Supervision of Public Utilities: Approvals
Who Needs This Approval?
The N.S. Utility and Review Board has general supervisory power over:
  1. tramways,
  2. public passenger (bus) companies operating as utilities,
  3. electrical utilities,
  4. natural gas utilities,
  5. steam or geothermal heat utilities, and
  6. water utilities:
and also sets rates, tolls, charges, regulations, and establishes depreciation rates for the above.

Application Forms & Process:
An application or petition is made in letter format describing what is being sought, the particulars of the utility to be operated and by whom.
Waiting Period:
That depends entirely on what is being sought. More complex matters, such as power generation or establishing water utilities, take longer. A public hearing may be required.
Expiry & Renewal:
This approval does not expire.
Price:
There is no application fee. Utilities are "taxed" annually based on their proportionate gross revenues and the requirements of the Board.
Related Requirements:
This varies depending on what sort of utility is being proposed. A public hearing may be required.
Additional Information:
This is not a "licensing" process per se. Nevertheless, anyone intending to sell electricity, steam, water (other than bottled water) or bus services as a utility falls under the general supervision of the Board.

Note: Railways are covered by separate statute and are also regulated by the Board.
