Town of Lunenburg

Building Permit

Who Needs This Permit?
Anyone who wants to:
(a) construct a building, addition, deck, stairs, or
(b) make any structural change (i.e. removal of load bearing partitions, etc.), or
(c) do structural repair (i.e. replacement of joists, beams, load bearing studs, etc.) or
(d) make any non-structural repair or alternation whose monetary value is more than $5000.00, or
(e) demolish a building,
anywhere in the Town of Lunenburg.

Note: for situations in which a Building Permit is not required, see Additional Information, below.

Application Forms & Process:
When applying for a Building Permit, an application form must be completed by the contractor (builder) or the owner. You can get an application form at the Town Office. Complete the form, and submit it to the Building Inspector, along with the appropriate fee and all required information. Construction drawings are required for all new construction and most renovations.

Note: In some cases, before a Building Permit can be issued, applicants must first get a Development Permit or Certificate of Appropriateness of Heritage Property, from the Town Planner / Development and Heritage Officer.

Failure to comply with all requirements could slow the Building Permit approval process.

Applicants will be notified by phone or by mail when a decision is made.
 

Waiting Period:
Generally within 1 week (after approval of the Development Permit, if required). Designated Heritage Buildings could take up to 1 month.
 
Expiry & Renewal:
This permit is valid for 1 year from its date of issue. It can be renewed each year.
 
Price & Payment:
Initial Permit Fee: $ 20 + 0.2% [$2.00 per $1,000.00] of construction value.

Renewal: $ 10 per year

No deposit or bond is required.

Payment is by cash, cheque or money order make out to the Town of Lunenburg.
 

Related Requirements:
Some or all of the following permits or approvals may be required before this permit can be issued:
  1. Building Permits cannot be issued in zoned areas within the Town until a Development Permit has been first issued.
     
  2. If the property is registered as a Town Heritage Property, no demolition or substantial alteration in the exterior appearance may be undertaken unless permission is given by the Town Heritage Advisory Committee.
     
  3. The Town Public Works Department must approve sewer connections and driveway locations.
     
  4. If you are not connecting to a sewer system, you may need approval for the installation of an Sewage Disposal system [or septic tank] from the Nova Scotia Environment and Labour.
     

  5. New buildings and major renovations require that the builder obtain Building Plans Approval (Office of the Provincial Fire Marshal, Nova Scotia Environment and Labour). This approval is not required for 1 or 2 unit family dwellings, or private accessory (storage) buildings.
     
  6. If you want to erect a structure within 100 metres of the centerline of a public highway, or if you want to create a new access to a property from a public highway, you will need to get a Building Near a Highway and Access to Property Permit from the N.S. Department of Transportation.

  7. Municipal Fire Safety Inspection

  8. Electrical Wiring Permit, Nova Scotia Environment and Labour
     
  9. Any form of Eating Establishment requires a Food Establishment Permit from the N.S. Department of Agriculture & Fisheries (Food Safety Division)
     
Additional Information:
All construction or alteration shall comply with the latest edition of the National Building Code, so as to provide reasonably safe building materials and construction methods, and includes: soil bearing preparation, grading, foundations, framing, interior/exterior sheathing, siding, roofing and all trade components, etc.

Building Permits are not required for:

  1. accessory buildings not greater than 20 square metres (215.2 square feet) in building area,
     
  2. fences less than 2 metres (6.56 feet) in height,
     
  3. installation of siding over an existing exterior finish,
     
  4. installation of storm windows, ground level patios and walkways,
     
  5. replacing an existing roofing surface, and
     
  6. interior and exterior non-structural repairs which have a monetary value of less than $5000.00.
