Strategic planning for municipalities is a management technique which builds upon the political decision making process, and provides a means for municipalities to chart their future in a proactive rather than in a reactive manner. This session provided an introduction to the systematic process of identifying and implementing programs that capitalize on a municipality’s strengths and weaknesses, while recognizing the external threats and opportunities that may have a significant impact upon a particular municipality.
