Model Sewer Discharge Bylaw Disclaimer

This model Sewer Discharge By-law is provided to Municipalities in the Province of Nova Scotia for their guidance, by the Department of Municipal Affairs. Adoption, in by-law form by a Municipal Council, or other use of this model, is entirely optional, and the Department accepts no liability in this regard.

The Department has attempted to address municipal concerns with the control of substances deposited in municipal sewerage systems. The by-law provides direction on the constituent concentrations and standards of management necessary to protect the integrity of the municipal sewage treatment plant (STP) and associated infrastructure. The list of parameters is not comprehensive. Furthermore, compliance with these standards does not guarantee that effluent discharged by the municipality from the STP will meet Department of the Environment or other regulatory agencies requirements.

In preparing a Sewer Discharge By-law every municipality should consult with regulatory agencies to ensure that the standards being set will enable the resulting STP effluent to be in compliance with regulatory requirements. Municipalities should also identify constituents of effluent streams to ensure that the range of parameters being regulated in their By-law is complete.
