Can a tenant be given a notice to quit because of filing an application to director?

If a landlord gives a tenant a notice to quit and the tenant believes that the notice was given because the tenant has taken some action to secure or enforce rights under the residential tenancies Act, the tenant may make an application to the director asking that the notice be set aside.
