A statistical profile prepared by the Nova Scotia Senior Citizens’ Secretariat in 2003 revealed seniors are the fastest growing population segment within Nova Scotia. Projections indicate our senior population will almost double between 2000 and 2026. Recognizing that these demographic changes will impact the development of policies, programs and services within the province, the Office of the Ombudsman initiated the senior’s outreach program. This program will be implemented in two stages over the next few years.

Senior Services intends to provide independent oversight to seniors in residential care facilities, nursing homes and homes for the aged. While the primary responsibility for seniors in care facilities rests with the Department of Health, the Office of the Ombudsman intends to establish a proactive role through a regular visitation process, thereby increasing the comfort and confidence level of residents.

The process for residential care facilities, nursing homes and homes for the aged will follow a similar concept as the model devised for Youth Services. Ombudsman representative(s), dedicated to seniors issues, will visit the facilities, explain the role and function of the office and discuss any concerns the seniors may have.

The proactive approach will provide an avenue to ensure seniors’ voices are heard and their issues addressed. As necessary, Ombudsman representatives will assist seniors in navigating through government processes, advising them of avenues of appeal and participate on committees relating to seniors issues.

All complaints will be investigated in a confidential and timely manner with particular emphasis on administrative fairness, good governance and natural justice. Through monitoring and evaluation, the Office of the Ombudsman will be better able to identify any specific and systemic issues and make appropriate recommendations to government.
