In the fall of 2010, the Department of Natural Resources completed a public consultation on the concept of a community lands trust and mechanisms which would enable community participation in the land purchase process and give a wider range of individuals and groups an opportunity to contribute to the process.
The Community Lands Trust Discussion Paper discussed funding mechanisms and options for the development of a mechanism through which citizens, Mi'kmaq communities, organizations, and businesses could participate in the purchase of land to be used for a range of community and traditional purposes, including recreation, hunting and fishing, forestry, conservation, agriculture, and general access and use. One mechanism which the government wishes to pursue is the creation of a Community Easements Act to establish a way to create land use easements that are not solely established for conservation purposes.
The Department of Natural Resources has prepared a draft Community Easements Act and is holding focused discussions with invited groups and individuals to obtain feedback. Times and places for the meetings are set out below. Comments on the discussion document will be accepted in person at all public meetings, or in writing until January 19, 2012.
