1.0 Announcements

1.1    Minutes of the Registration Committee Meetings have been placed on the      EHSNS Website at http://www.gov.ns.ca/health/ehs . Click on Medical Director, scroll down and then click on which EHSNS Committee Meeting Minutes you would like to review. The minutes that are posted are for the 2000 year only, and will continue to be posted for your information.

2.0 Additions to Agenda

2.1 The re-registration process was briefly discussed to date. September 1, 2000 was the first month for re-registration. Most Paramedics have been successful in completing the mandatory re-registration requirements.

2.2 Gerard Dinn was asked what the School of EHS would charge to offer an additional Symptom Relief Program for Paramedics T.M. and J.L. Gerard is to contact the Registrar with the cost of this program.

2.3 Trunk Mobile Radio - Is this a CEU or an Inservice?

No, this is not a CEU, the Trunk Mobile Radio is an Inservice.

3.0 Approval of Minutes

Minutes approved by B. Nickerson and seconded by A. MacDonald.

4.0 Registration Issues

4.1 Approval of the QL5A Search & Rescue Technician Program

After a lengthy discussion is was decided that the QL5A Search & Rescue Technician Program would not be approved. The QL5A program is not equivalent to our Paramedic Level 1or our Paramedic Level 2. Symptom Relief was not included, and only ½ of the drugs for a Paramedic Level 2 are included in the program. The Ambulance Practicum is too short. The total curriculum of the course is 203 hours and this includes ride alongs. Our Paramedic Level 1 program is approximately 1039 hours in length (this includes 450 hours of Ambulance Practicum time). As well, IV's are covered in only 1 morning and there is no OR time for A/W's. Both the IV and the A/W have no minimum number required for completion.

A letter has been sent to Laurie McAvoy at the Justice Institute of B.C. and to P.J. with the Committee's decision on September 21, 2000.

4.2 "J.L." New York State Basic & Intermediate Course

J.L. has been approved with the condition that he completes a Symptom Relief Program including IV monitoring at the School of EHS at his expense. Once J.L. is successful in completing the Symptom Relief Program EHSNS will register him as "active" in the EHSNS registry.

A letter has been sent to J.L. with the Committee's decision on September 21, 2000.

4.3 "S.N." Firefighter/Paramedic Level 1 - Questions regarding re-registration as a non-ambulance P1

Q. As a firefighter/Paramedic Level 1 would a computerized list of Patient Contacts by myself suffice to meet re-registration?

A. No, but you may supply PCR documentation that demonstrates that you have provided patient care at a Paramedic Level 1.

Q. As a qualified AED instructor through our Department's MCP, will a letter stating my qualifications as a non-ambulance paramedic meet the re-registration requirements?

A.  No. Annual AED re-certification must be done through an evaluation of an MCP.

Q. Does Fire Department based AED instruction count as 1 CEU credit?

A. Yes, it counts as 1CEU credit, documentation must be provided to receive credit. Course Instructing is worth one CEU/course, maximum one CEU/year.

Q. Does committee work as a member of the Halifax Regional Fire & Emergency Services's EMS Committee count as well towards CEU credits?

A. Yes, committee work towards the improvement of pre-hospital care is worth a maximum of one CEU per registration period.

An e-mail was sent to S.N. informing him of the Committee's decision's on September 26, 2000.

4.4" A.T." Center for Emergency Medicine (P3 Paramedic Program) with no NREMT-P

All graduates of US P3 (EMT-P) Training Programs must have the NREMT-P certification prior to being registered in Nova Scotia beginning January 1, 1999; therefore A.T.'s request has been denied to be registered with ENSNS as a P3 without her NREMT-P. A.T. can however register as a P2 until she completes her NREMT-P.

A letter was sent to A.T. on September 21, 2000 informing her of the Committee's decision.

5.0 Business Arising

5.1 National Occupational Competency Profiles for Paramedicine - EHSNS Check List for PCP, ACP & CCP

The committee reviewed the Primary Care Paramedic competencies and the Advanced Care Paramedic competencies. The Critical Care Paramedic (CCP) competencies will be reviewed at the next committee meeting. The next Agreement on Internal Trade (AIT) conference will be held in Winnipeg. During this three-day conference, discussions will be held on the National Occupational Competency Profiles for Paramedicine regarding reciprocity of paramedics between provinces.

A copy of the CCP competencies was sent to Kevin MacInnis & Brian Nickerson on September 26, 2000 to complete for the next committee meeting.

5.2 Legislation

The next meeting will be on October 3, 2000. The committee will continue working on the Paramedicine Act.

6.0 New Business

6.1 Stars on Scene Landing - Is this a CEU or an Inservice?

Yes, this is worth .5 CEU's upon receipt of verification.

6.2 Driving Course for Mods - Is this a CEU or an Inservice?

No, this not a CEU, the Driving Course for Mods is an Inservice.

6.3 When a Paramedic recertifies their NREMT-P, is the considered CEU's?

The CEU's they use to recert their NREMT-P can be used for re-registration with EHSNS as CEU's.

6.4 Registration of P2's - Are we accepting anymore P2's?

The Registrar is to contact Dean Vokey at Holland College and Shelley O'Brien at the Red Cross Paramedic Education Programs and find out the dates of what courses are presently running, and when they will be finished (both on site and distance). Once this is confirmed a date will be set as to when EHSNS will stop accepting anyone more P2's in Nova Scotia.

A letter was sent out to Shelley O'Brien and Dean Vokey on September 26, 2000 with our request.

6.5 H. Zwanepol - Absent 3 consecutive committee meetings

The Registrar will place an Ad to replace Harold. We would like to thank Harold for all of his time and effort on the Registration Committee. The committee is in need of a P1 from either the Western or the Central area, therefore an Ad will be placed in those areas for a new member.

An ad was faxed out to all Central & Western bases on September 27, 2000 with a deadline date of October 31, 2000.

6.6 Registered Paramedics attending School - Should they have to complete re-registration?

No, if a Paramedic is currently registered with EHSNS they do not have to complete their re-registration if they are attending a Paramedic Education Program. They must however, provide the Registrar with documentation that they are attending Paramedic School. If a Paramedic's re-registration comes up before they graduate they will receive a letter from EHSNS placing them in a probationary status while they are in school. Upon successful completion of their Paramedic Education Program they will be issued a new re-registration expiry date. If for any reason the Paramedic drops out, is academically dismissed or unsuccessful in completing their Paramedic Education Program their original re-registration date will come into effect. If their re-registration is overdue the Paramedic must follow Policy 6003.00, Reactivation of Registration. It is the duty of the Paramedic to inform the Registrar that they have left or been dismissed from their Paramedic Education Program. Failure to do so will result in an immediate suspension of registration.

A letter was sent to Brent Nicholson at the School of EHS on September 21, 2000 informing him of the Committee's decision. A fax was also sent out to all bases on September 27, 2000 regarding the above.

6.7 Quality & Learning & Re-registration

There continues to be discussions regarding the relationship of EMC and EHS as to the role of EMC in helping Paramedics to maintain re-registration. There was a lengthy discussion to whether remedial education could be counted as a CEU. The majority ruled that NO, remedial education could not be used as CEU's.

6.8 Can we give an extension/probational status to Paramedic's who are off due Maternity, Paternity or Sick Leave etc.?

This was an open discussion, the Registrar was to contact the RNANS and Alberta and see what they do for the above. After gathering information it seems clear that policy 6003.00 Reactivation of Registration should be followed.

6.9 CPR (C) Certificate

The re-registration policy states that Paramedic Level 1's,2's & 3's must have a current CPR (C) card or an ACLS card. The decision was made that effective January 1, 2000 to re-register the Paramedic must have a current CPR (C) card and that ACLS would be worth 2 CEU's. An ACLS card does not substitute for a CPR (C) card.

The re-registration policy will be updated and faxed to all bases for their information.

6.10 "Case Studies" in lieu of M&M's for Paramedic's who have not been able to complete their 4 M&M's for re-registration.

Shane Morgenthaler-Code presented us with this idea and it was thought that it would be very beneficial to some Paramedics who have not had the opportunity to complete all of their M&M's. After a positive discussion, the committee decided that YES, written Case Studies can be used for "2 of 4" M&M's for active EHSNS registrants on the official EHSNS "Case Study" form.. Inactive registrants can prepare up to "4" written Case Studies. These case studies are to be calls the paramedics were on and they must follow the outline below. These Case Studies must be submitted to their MCP for approval, if the Paramedic does not have a MCP they can send them to the Provincial Medical Director for approval. Once the Case Study is approved it is to be sent to the Registrar in order to receive credit. Please note these Case Studies are not meant as an alternative to attending regular M&M's.

The following would be an example of what the "Case Study" form would include.

  • Physical Findings

  • Management

B.    Management in Emergency:

C.    Description of Disease/Injury:

  • Cause (Etiology)

  • Usual Presentation

  • Diagnosis

  • Management

  • Outcome/Prognosis

D.    Rederences used to prepare above

6.11 When a Paramedic becomes inactive how can they get their Patient Contacts as they are not able to work on an ambulance?

The Paramedic can contact EMC to be preceptored. The Registrar is to create a Log Book that the Paramedic must use during their preceptoring. This Log Book will provide EHS with the following documentation and must be passed into the Registrar for evaluation:

  1. Full "Min" # on PCR

  2. Age of Patient

  3. Name of Paramedic

  4. Signature of Paramedic

  5. ID # of Paramedic

  6. Name of Preceptor

  7. Signature of Preceptor

  8. Date
