1.0 Announcements

Bud Avery is going to Trinidad for approximately 1 year therefore he will no longer be on the Registration Committee. We are in the process of finding someone from the School of EHS to replace him.

2.0 Additions to Agenda

3.0 Approval of Minutes

Minutes approved by Bruce Cox, seconded by Harvey Cameron.

4.0 Registration Issues

4.1 Approval of EMA I Training Program - Justice Institute of B.C. (M.P.)

In review of M.P.'s training it was decided we needed clarification on AED and Symptom Relief. In conclusion AED has been completed and M.P. will be attending the Symptom Relief Course being offered at the School of EHS in April 2000. Once Symptom Relief has been successfully completed she will be registered as an "active" Paramedic Level 1.

4.2 & Center For Emergency Medicine Critical Care Course &

5.1 National Occupational Competency Profiles for Paramedicine

Please see the attached National Occupational Competency Profiles for Paramedicine. In the attached draft there are 4 levels of Paramedicine: Emergency Medical Responder, Primary Care Paramedic, Advanced Care Paramedic and Critical Care Paramedic. The draft lists the Essential Competencies for all levels in a single table. We are 1st going to look at the Essential Competencies for a "Critical Care Paramedic". The degree of competency required at the "Critical Care Paramedic Level" will be relative to each specific competency which will be bench marked using the scale listed on page V of the draft. We have made a few new changes to the "Critical Care Paramedic" Essential Competencies, please disregard the first three (3) levels as those changes have not been made as of yet.

We ask that you review the attached draft for the next Registration Committee Meeting in working towards approving or making additions or deletions to the "Critical Care Paramedic Level".

4.3 NB P1 - After 1 year experience - depending upon scope of practice can we grant them reciprocity?

It was decided that reciprocity would not be granted at this time for any P1 non-approved EHSNS programs. It was proposed that a P1 exam may be developed by the Fall of 2000 therefore any applicant who graduates from a P1 CMA accredited program with one (1) year experience and provides a detailed scope of practice and a letter from their Medical Director attesting to their clinical competencies will qualify them to write the P1 EHSNS exam.

The above does not apply to the NFLD P1 Program which was evaluated by the Registration Committee on October 21, 1999. It was felt that the Ambulance Practicum requirement was too short therefore paramedics who graduate from this program and have over 1 year experience actively working as a Paramedic will be evaluated on the basis of their scope of practise, and a letter from their medical director attesting to their clinical competencies.

4.4 SIAS P1 - After 1 year experience - depending upon scope of practice can we grant them reciprocity?

It was decided that reciprocity would not be granted at this time for any P1 non-approved EHSNS programs. It was proposed that a P1 exam may be developed by the Fall of 2000 therefore any applicant who graduates from a P1 CMA accredited program with one (1) year experience and provides a detailed scope of practice and a letter from their Medical Director attesting to their clinical competencies will qualify them to write the P1 EHSNS exam.

4.5 Paramedics working in Communications do they have to take Symptom Relief?

It was decided that if they want to remain registered as a P1 they must complete Symptom Relief or they will be re-registered as "inactive". If they choose to re-register as a EMD they do not have to complete Symptom Relief and an EMD card will be issued with a new ID number.

EMD cards are in the process of being made.

5.4 Legislation - Professions Association

We are currently working on the following:

  • Definition of the Profession
  • Defining the Regulatory Body

            - Membership

            - Terms of Office

  • Funding of the Profession

            - Dues

  • Powers of the Board

            - By-Laws vs. Regulations

The next Legislation Sub Committee meeting is tentatively scheduled for April 18, 2000 from 12:30 to 4:30 at the EHS office in Bedford. Feel free to participate and attend these meetings and share your ideas.

6.0 New Business

6.1 P1's Transferring Patients on IV Pumps

It was decided by the committee that P1's transferring patients on IV Pumps is approved.

This will be added to the P1 Essential Competencies.
