MINUTES
TUESDAY, JANUARY 29, 2002

The meeting began at 1:00 pm with Introductions & Welcome to
all.
Due to a quorum not being present....this was just an information session.
Additions to Agenda
1. Resignation received from Brian Nickerson - New Posting required / Emily

Approval of Previous Minutes - October 16,2001
Accepted by Lawrence Kaiser and seconded by Sean Teed.
Business Arising:
- "2.2" Will there be protocols/structure for Critical Care
Paramedics? / Ed Cain - Update
Dr. Cain gave an update and advised that at this time there will not be any
changes made to the protocols to include a CCP level and that the criteria for
CCP's is noted in Policy 6000- Essential Competencies. Dr. Cain then handed out
an attachment and advised members present that the "Scopes of Practise"
once approved and verified) will be delivered and explained to
different medical facilities to clarify any future queries. ( Scopes of
Practise)
- "5.1" New Graduates of Canadian & or EHS approved programs -
should they have to sit the NS P3 Exam as for the EMT-P's from the US?? /Ed
Cain - Update (Status of P3 exam...Feb-April 2002???)
Dr. Cain advised that at this time the "P3 Exam" is scheduled to be
completed in June 2002. A short discussion entailed regarding the P3 courses
being taken at the Nova Scotia Community College. These are approved Courses. As
well, they were are not included on the Approved Education Programs list.
Members were advised that this was a mistake...will re-do list showing that the
Holland College/NS Community College (ACP) Program is approved as well.
- "6.1" Registration and Re-registration Fees - (Dollar
amount, initial, and re-registration, date to start, how to pay for this??)
- Discussion ( Budget)
A short discussion followed with Ed Cain explaining dollar amounts on Budget
breakdown from figures shown. Using figures presented in this Budget Breakdown,
it was deliberated that to cover expenses an approximate dollar value for
Registration at this time bi-annually is looking to be around $200.00. However,
Dr. Cain advised that to start some of these expenses would be covered by EHS
(possibly half ??) so approximate Registration fee might be $100.00 for each
Paramedic (bi-annually) for this period and this amount would be changed with
expenses and numbers taken from 2002 figures.
At this time no final decision could be made as a quorum was not present,
however it was felt by members present that start of this fee would/should begin
in April 2002 for any new Registrations and to advise currently registered
members that they would/could expect fees to be charged at their next
registration period. This item will be on the next meeting's
Agenda and discussed and voted on at that time.

| 2. Maritime School of Paramedicine / (CMA
Accreditation-Karl Kowalczyk on list to 2004 - status of Program for EHSNS?)/
Update given from Ed Cain. This item will be brought
forward to the next meeting as we have to decide if
this is "approved" for next year as they
want to start registering students for their September
2002 program.... |

| 3. "In between Paramedics"... An explanation
of these items was given by the Registrar...a
discussion followed about the conflict about both
Paramedics who took the P3 program in NewHampshire. It was decided
by all members present that if the Graduation
Certificate date was before the revision of the Policy...then
it is only "fair" to register the Paramedic as a P3...the
Registrar will consult with Dr.. Cain to get this approval before the next
meeting. The registrar will then process the required
documentation to re-register the Paramedic. |

Mike McKeage from Ed Cain in November advising that
"Charcoal" is no longer listed under NS

| 5. Evaluated Paramedic Programs - a short discussion
followed and the Registrar will update the list to include the Nova Scotia
Community College as part of Holland College's approved ACP/P3 Program effective September 2001. |

| 6. This was an information item only no decisions could
be made officially due to the lack of a quorum.
This will be carried forward to the next meeting to
discuss items and courses brought forward and to
make changes/additions/deletions to current course
list.. (a second "alpha list" was handed out by the
Registrar...)
Formal Courses; CEU Credits; Course additions, changes
etc.
- Clarification of "Preceptor" credit(s)...
How long to do before getting credit? More than one Preceptor for
student who gets credit? (eg. Preceptor for one month does
this work as .5 CEU credit??- inquiry from Paramedic &
supervisor.)
- Multi Day conferences, courses (what do we
need to accept as certified documentation - receipt that was
paid??- doesn't mean the person actually attended the course?!?-
inquiry from Paramedic)
- EMC's Medical Policies, Procedures and Protocols
compulsory course is a one (1) day course/they get paid when
attending/can it be used as CEU?? - several requests from
Paramedics and supervisors wondering...

| 7. Terms of Reference for Registration Committee,
Appeals Committee, Registration Members levels and
length of terms, Attendance and information lists (
5 attachments) are included in the Agenda
package....the Registrar asked all members present
to review information lists and attendance lists so
that records can be updated and new lists handed to members.
All members are to review Terms of Reference included
so that a revision can be discussed and voted on at
the next meeting. |

| 8. Revision of Policy 6002 - both old and new copies
were handed out by Registrar....Members are to
review and discussion /"vote" will be made at next meeting
regarding new revision.
The policy itself was not changed per say.....
Information was just re-arranged to follow
Department of Health's Policy on Policies....the
only changes that have been made are to "add" extra
appendices to add the CEU & M&M forms.... |

1. The Registrar advised members that Brian Nickerson
had submitted a letter of Resignation from his
position on the Committee. A discussion followed
with members present to decide what level and what area the member must
come from in order to follow the Committee's Terms
of Reference...The Registrar will start the process
to "post" the position.
It should be a posting for a P1 from North or East
Areas..... |
