REGISTRATION COMMITTEE MINUTES Tuesday, February 26, 2002 REGRETS: Harvey Cameron, Sean Teed, Ray Glenen PRESENT: Doug Denike, Andy MacDonald, Mike McKeage, Brent Nicholson, Dwayne Semple, Erin Froese,, Kevin MacInnis ABSENT: Bruce Cox, Jonathan Humes , Lawrence Kaiser EHS Boardroom, Suite 600 1496 Bedford Highway, Bedford Approved: April 16,2002 Emily Morash, Registrar opened the meeting at 12:55pm. Welcome to all members present and regrets were noted from members who had called. There were no new additions to the Agenda at this time so the first item on the Agenda was the approval of the January 29,2002 Minutes. Approval of Previous Minutes January 29,2002 A motion was made to approve the January 29, 2002 Minutes by Andy MacDonald and seconded by Kevin MacInnis. Accepted by all present. Business Arising : 1. The Registrar passed out copies of the applications received for the vacant Committee Position and a discussion followed.. After a review it was decided by all members present that the position will be awarded to William Brown/P1. The Registrar will notify the applicants of the decision, send out letters of regret and an information package along with a member's list to the "new" member.2. Dr. Cain and the Registrar gave an update on the upcoming NS P3 Exam. It is scheduled for June 14 & 15,2002 (Deadline to apply is April 1,2002/ Exam fee to assist in covering costs will be $200.00 /those who are eligible are graduates of USA EMT-P Education Programs & must be eligible to write the NREMT-P Exam or EHSNS Approved non-Canadian non-USA Programs, who have had their programs reviewed and/or those completing a non-CMA accredited P3 Program / Exam packages will be available for those who have paid exam fee & meet the requirements...14 eligible right now...Robert MacKinley is finalizing the exam booklet / Information on refunds will be explained in the letter which will be sent to all P2's...) All members present concurred with the fee amount and the information discussed. ( #1 Copy of letter sent March 3,2002) Registration and Re-registration Fees-Update (This item is from Business Arising Item #3 located in the Revised Jan. 29/02 minutes, and will be re-visited with new Policy #6010 under New Business...) 3. The Registrar presented items for approval that she had received in regards to members obtaining CEU credits for different courses/programs taken and credits allowed for each of these items. These items were passed around for approval/denial by the members. Chuck Porter, EMD was invited to the meeting to give his suggestions and input regarding the information we had received from the National Academy of Emergency Dispatch. We thanked him for his contribution and he was excused.The following items were discussed and approved: BLS(C) This item does not earn a CEU credit but it is a requirement for registration. Providers must re-certify annually and have a current BLS(C)at the time of re-registration. If you are a qualified Instructor your card is certified for three years from date of issue. Each Paramedic is responsible for submitting his/her current copy of their own BLS(C) card. "Class Rosters" from organizations will not be used. Canadian Red Cross Wilderness & Remote First Aide Course This four day course will be added to the CEU Approved List as one (1) CEU credit. Critical Incident Stress Management Course / UMBC This two day US course will be added as one (1) CEU Credit. National Academy of Emergency Dispatch EMD-Q Program This two day course will be added to the list as the same credit as EMD re-certification one (1) CEU Credit. All these courses/programs will be added to current CEU Approved/Not Approved Course List. The Registrar suggested that this list be made available on the Web site or be available from the Registrar. Due to time constraints it was decided by all members present that a review of the present lists be reviewed and discussed at the next meeting. The Registrar will ensure all Committee Members have a copy of the list so that it can be previewed by each member before the next meeting scheduled for April 16,2002. ( #2 Revised CEU Credits Approved / Not Approved Course List & #4 CEU Approved List Appendix F Policy 6002 ) No Credits will be granted for the following courses/programs these requests were denied by all members present.: EHSNS Medical Policies, Procedures and Protocols / put on by EMC St. Mary's University "Supervisory Skills for the new Supervisor" Occupational Safety Training / Canadian Red Cross and Pulse Oximetry/EM Cert **Suicide Intervention Course - this item will be reviewed again on Dr. Cain's suggestion at the next Registration Meeting in April The topic of "Preceptors" was also discussed as a CEU credit. This item is on our approved list however clarification was needed on the different forms, letters and notes the Registrar receives in this regard. After a discussion it was decided by all members present that all Preceptors submitted for approval for CEU Credit must be: i) certified/signed documentation by the Paramedic's Supervisor/studentii) length of time preceptoring for each preceptor must be included in their application Preceptor Time Frames accepted are: Minimum 1 month to 3 months = .5 CEU credit More than 3 month period = 1.0 CEU credit iii) No "Job Orientations" will be used as a preceptor credit as this is an employment requirement The Registrar will adjust the CEU approved list in the revision of Appendix F Policy 6002 to reflect these clarifications. (This item will be discussed at the next meeting held in April) 4. Dr. Cain gave an update regarding the accreditation of the Maritime School of Paramedicine by the CMA. There is a "log jam" in the programs to be reviewed and right now a date of 2004 has been given for this program. All members agreed that we would recognize this program and this will allow them to take registrations for the fall semester. ( their "sister" program in NB is scheduled to have a site accreditation visit this year. The Registrar will update committee members on the results of this visit. If there are concerns the committee will need to review the MSP (Dartmouth) Program. A motion to accept the Maritime School of Paramedicine as a recognized Program for the 2002 Fall Session at this time, was brought forward. This was accepted by Dwayne Semple and seconded by Doug Denike and approved by all members present. The Registrar will advise Karl Kowalcyzk of the decision by the Committee. Emily Morash brought forward a question from the school regarding clarification on the subject of "Sciences required when applying for the course/program". A discussion followed and it was decided by all present that the Registrar will check with different Universities/Colleges to check on their requirements for nursing/medicine as a requirement so that we may compare ideas and make a more rational decision. (Mar 15/02- after checking with Dal and St Mary's-they accept only Gr 12 Sciences, along with other University entrance subjects and the Registrar will advise MSP...) 5. Dr. Cain gave a synopsis of the changes made to Policy 6000 & 6001 regarding the removal of charcoal, from lists and to remove "Antidotes" from P1 Essential Competencies. A vote was taken to approve these changes to remove this item and make any necessary required changes to reflect this adjustment. It was accepted by Erin Froese and seconded by Brent Nicholson and approved by all present. The Registrar will make the necessary Policy revisions. Revised copies will be available at the next Registration Meeting.6. Emily Morash presented a "Draft Revised Terms of Reference". All present agreed to this new revision but to include a members' list as well. These terms should be posted on the Web Site under "Registration Committee". The Registrar will correct the Draft and have new revised copy available for the next meeting.
