1.0 Announcements

None

2.0 Additions to Agenda

2.1 Can "full time" Paramedic Educators be exempt from M&M's, Megacodes and the Simulator?

Full time Paramedic Educators can be exempt from the Simulator/Breaking Bad News Session. As well, they can be exempt from M&M's if they provide documentation from the school with the topics and dates of the M&M's covered on the official M&M form. No, they can not be exempt from Megacodes they must continue to be done through an MCP or an approved QCM.

2.2 P3 scope of practice - Can they practice chest tube monitoring?

No, not at this point. It is in the NOCPP and we will need to have an Inservice on it in the future when we bring it in the P3 (ACP) scope.

2.3 Vehicle Extrication - Is this worth any CEU credits?

Vehicle Extrication is worth one (1) CEU credit.

3.0 Approval of Minutes

4.0 Registration Issues

4.1 Approval of EMA II Justice Institute of B.C. Program

The EMA II Justice Institute of B.C. Program is approved with the condition that the Paramedic would be registered with EHSNS as a P1 and they must complete an Inservice on Glucagon & ASA.

Letter sent to D.M. with the committee's decision and the Program has been added to the EHSNS approved list of Paramedic Education Programs.

5.0 Business Arising

5.1 Review applications for new Committee Member

Erin Verch is the successful candidate as the newest member to join the Registration Committee.

A letter has been sent to Erin.

6.0 New Business

6.1 Review of Pictou Quizzes from Craig Desjardins - Can these be credited as CEU's?

Yes, these quizzes can be credited as CEU's. However the MCP must approve the quiz and sign them off. They must then be sent into the registrar along with the sign off from the MCP to receive credit of .5 CEU's per quiz at a maximum of one (1) CEU per registration period.

A letter has been sent to Craig with the committee's decision.

6.2 WHMIS - Is this worth any CEU's?

No, WHMIS is not worth any CEU credit as it is an industrial requirement.

6.3 Hazmat - Is this worth any CEU's?

Yes, Hazmat is worth one (1) CEU for the Operations Incident Command (16 hr)

Course, and its worth .5 CEU's for the Responder Awareness Level (8hr) course.

6.4 Essential Competencies for P1 & P2 - Can they provide routine care for feeding tubes?

Yes, P1's & P2's can provide routine care for feeding tubes (J tube), as long as it is clamped.

6.5 P2's doing cardiac pacing?

No. Cardiac pacing involves knowledge as well as the skill. It is not a simple inservice but rather an education program.

6.6 P2's doing vagal manovers?

No decision. The committee decided that this issue would be addressed next year.

6.7 P2's giving Valium pr?

At this time Valium pr is not a P2 essential competency

6.8 Essential Competencies for a P3 - Flu immunizations.

P3's may do Flu immunizations following an EHS approved inservice. At this time it is not an essential competency.

6.9 Stars - Approval of documentation form(s) used for re-registration and MIN Numbers.

The patient contact form that Stars is using is approved, however the requirement record they are using should be replaced with the proper forms for M&M', CEU's and Megacodes. Copies of certificates must be sent in to receive credit. It was agreed by the committee that Stars should be providing the same documentation as all Paramedics do across the province.

The registrar has sent Paula Martell and Kevin MacInnis at Stars NS an explanation of the committee's decision and copies of all of our forms that must be used for re-registration.

6.10 Course on how to instruct First Responder and MFR courses - Is this worth any CEU's?

Yes, a course on how to instruct First Responder and MFR courses is this worth .5 CEU's.

6.11 Should the question be on the application for registration if a paramedics has any convictions or criminal offences?

The question will be asked on the initial application for registration and the applicant must provide us with a current Criminal Records Check. In Nova Scotia this can be obtained through the Licencing Division at (902) 490-5250 (this will be in effect immediately). As well, the same question will be asked on the re-registration verification form, this question must be completed and returned to the registrar by their re-registration expiry date in order to be re-registered (this will be effective May 1, 2001). If the Paramedic answers yes to the question they are to provide details in a "Confidential" letter to the Registrar of EHS of Nova Scotia.

Please note that the Re-registration Verification form and the Database Application have been updated.

6.12 Concern - P2's transporting a pt with Heparin if the partner is a P1 .

The committee agreed that the policy would not be changed but that it is a judgement call that must be made at the time regarding safety of the crew and the patient if the P1 continues to drive when fatigued vs P2 driving and still being responsible for patient with Heparin infusion.

6.13 Documentation of Patient Contacts from Triage, ER & PTU.

E. MacDonald, G. Etsell & G. Legge were kind of enough to attend our committee meeting and discuss some of the issues that the QEII was having with re-registration. After a very positive discussion the following decisions were made:

  • Patient Contacts from the Triage, ER & PTU sections will be accepted if the "Chief Complaint" and the "Hospital Unit #" are provided for each patient contact. The QEII has a database set up that will allow EHSNS to do periodic audits. The Registrar has designed a form and has sent it to Eugene.
  •  
  • It was made clear that M&M's (Case Studies) are only done during staff meetings. This takes place approximately four (4) times a year. The official EHSNS M&M form has been sent to Eugene
  • Any physician centered M&M's (rounds) that are done will be considered CEU's and each will be worth .5 CEU's towards re-registration. The official EHSNS CEU form has been sent to Eugene. 
  • Megacodes must be done on the official proper EHSNS official form, and IV recerts can be done during the Megacode if a mannequin with an IV arm is available, and A/W recerts can be done during the megacode if a mannequin is available. The official EHSNS form has been sent to Eugene.

A package has been sent to Eugene MacDonald with the forms and polices that the Paramedics will need for re-registration.

6.14 Transfer of Paramedics from one area of the province to another.

The idea was brought up that an individual report card could be signed off and brought into the new area for the new MCP from the previous MCP. After a discussion it was decided that this was a QA problem and no decision was made at this time.

6.15 Removing Gravol as a call in order.

Yes, Gravol will be removed as a call in order.
