Disaster Management EHSNS is a regulating body and normally does not provide hands on care to patients or casualties. Its mandate is to set standards, fund programs, and monitor performance. Health care is delivered through contracts with private companies. Included in these contracts there is provision for Emergency preparedness and Disaster plans and response capabilities. Contractors are responsible for the management of their assigned assets and performance during a disaster as outlined within their approved emergency / disaster plans. Contractors, through their approved plans, will adopt an emergency management model and appoint positions and responsibility portfolios to its employees. During a disaster, a Medical Incident Commander will be appointed to assume the responsibility of managing the resources at the disaster site. The Medical Incident commander will be responsible to coordinate and consult with the other emergency responders at the site and report to the Emergency Site Commander who is appointed by the lead agency. EHSNS provides direct leadership in disaster response and management in the Nova Scotia Pre-Hospital Care environment. Contractors are responsible to develop and practice community disaster plans and to participate with other public safety agencies in ongoing disaster response strategies. Technical Operations ensures that its contractors develop and implement disaster response plans in participation with other community agencies.
