Nova Scotia Utility and Review Board

The Nova Scotia Utility and Review Board, established on December 14, 1992, is an independent body flowing from the Utility and Review Board Act.

The UARB has supervisory powers over Nova Scotia Power Inc. electricity rates and regulations, operations and expenditures.

The UARB also has jurisdiction with respect to the regulation of natural gas distribution under the Gas Distribution Act of 1997 and the regulation of pipelines under the Pipeline Act of 1998.

The Utility and Review Board is mandated to operate in a manner consistent with the provisions set out in the Public Utilities Act.

2009 Rate Application

In May 2008, Nova Scotia Power Inc. (NSPI) filed a General Rate Application with the UARB for a hearing process to approve revisions to its rates, charges and regulations.

NSPI was seeking an average overall rate increase of 11.9 per cent, effective January 1, 2009.

On Wednesday, Nov. 5, the UARB, as an independent regulator, rendered the final decision regarding rate changes.

The UARB approved a 9.3% average increase, which will become effective January 1, 2009. Most rate classes, including residential, will see a 9.4% increase.

The UARB has a mandate, set out under the Public Utilities Act, to render decisions that are in the best interest of all Nova Scotians.

They will closely monitor NSPI's earnings and will step in and lower rates if appropriate.
