Paul Taylor is a native of the Province of Nova Scotia, Canada, born and raised in the Halifax area. He earned a Bachelor of Science in Geology from Dalhousie University in 1978 followed by a Master of Business Administration from the University of British Columbia in 1980. Following a period of business consulting in Vancouver, British Columbia, he returned to Nova Scotia to take a position with the Provincial Department of Mines and Energy.

Appointments to the Department of Natural Resources, Priorities and Planning Secretariat and the Nova Scotia Petroleum Directorate preceded his position as Executive Director, Transportation, Utilization and Policy with the new Department of Energy in 2002.

In January 2004, Paul accepted the position of Chief Executive Officer of the Office of Economic Development for the Province of Nova Scotia. He currently chairs the province's Business Technology Advisory Committee and is a member of the Board of Directors of InNOVAcorp and Nova Scotia Business Incorporated. He resides in Halifax with his wife Mary and their two children.
