Electricity Marketplace Governance Committee formed May 2002

The Electricity Marketplace Governance Committee (EMGC) has been established as an advisory committee to the Minister of Energy. It is made up of stakeholders, consumers, and producers to advise on the details of the province's energy strategy with respect to electricity markets. The Nova Scotia Energy Strategy has set out a process to introduce competition in electricity markets in a staged and measured manner. The key advisory body in this process is the Electricity Marketplace Governance Committee (EMGC). The EMGC will report to the Minister of Energy and recommend the implementation, development, structure, economic considerations, and rules to introduce limited electricity competition by 2005 in Nova Scotia .

Electrical supplies to the provinces' six municipal utilities will be the first segment of the market to see competition. The Energy Strategy will also see the development of renewable energy by independent power producers by permitting access to the province's electrical transmission system.

The EMGC is a multi-stakeholder group comprised of one representative from each of the following organizations as appointed by their respective stakeholder group:
  • Canadian Federation of Independent Business
  • Canadian Manufacturers and Exporters
  • Consumers Association of Canada
  • Electricity Consumers Alliance of Nova Scotia
  • Municipal Electric Utilities of Nova Scotia
  • Co-operative
  • Nova Scotia Power Inc.
  • Renewable Energy Industries of Nova Scotia
And an observer from each of the following organizations:
  • Association of Chambers of Commerce
  • Nova Scotia Department of Energy
  • Nova Scotia Utility Board
The EMGC chair, Robert Fournier, is an oceanography professor at Dalhousie University. He also chaired the public roundtable discussions on the Energy Strategy.

EMGC members represent both their own organizations and other stakeholders in their constituency group. EMGC members will consult with these stakeholders in order to bring wider participation to the process as well as facilitate input from other interested Nova Scotians.

The EMGC will provide a framework allowing the province to fully participate in a competitive energy market and reap the benefits, while at the same time addressing the economic and environmental concerns of Nova Scotians.
