Data Description
  Abstract: This digital product is developed from a database of mineral rights information for the province of Nova Scotia. The database is maintained by the Nova Scotia Department of Natural Resources (NSDNR), Mineral Resources Branch (MRB). The digital product was created by the NSDNR MRB staff. The digital product was developed from information contained in the Mineral Rights Registry database which is also publicly available on the Claim reference maps maintained in the Registry office in Halifax. The digital product contains layers for entities such as: exploration licences, leases (mineral, special, and hydrocarbon storage-area), non mineral registrations, mineral closures, hydrocarbon storage-area licences, special licences for coal, special licences for salt and potash, special licences for geothermal resources, special licences for uranium and special licences for all minerals. Beginning with version 7 of the database, all data is in the 6 degree Universal Transverse Mercator (UTM) zone 20 projection using the North American Datum (NAD) 1983. This is a change from versions 1 - 6 which were in NAD27.

Access and Usage Information
  Access Constraints: The access constraints are contained in the following licence Agreement which the user must agree to before using the data. A copy of the licence Agreement is included with the digital product. The licence Agreement reads as follows:

If errors or omissions are found in the DATA, the USER will notify DNR.

This Licence is the entire Agreement between the parties and supersedes all previous Agreements or understandings between DNR and the USER hereto, whether written or oral, in connection with or incidental to the DATA. This Licence shall be binding upon the parties hereto and each of their executors, administrators, successors and authorized assigns and shall ensure to the benefit of such executors, administrators, successors and authorized assigns.

This Licence must be included with the DATA if the USER copies, resells, or re-distributes the DATA whether in whole or in part.

This Licence can be terminated by DNR at any time. Upon such termination, the USER shall refrain from using the DATA and destroy all copies and backups in the USER'S possession.

This Licence is in effect once the USER reads and accepts the Terms and Conditions of this Licence. If the USER is unable or unwilling to fully comply with these terms and conditions, the USER must refrain from using the DATA. By using the DATA, the USER acknowledges that he/she was aware of the terms and conditions of this Licence when he/she accepted it, understood them, and agreed to be bound by them."

  Description: The attributes and georeferencing information required for the digital product are contained in a hierarchal database called Advanced Revelations.Two Advanced Revelation scripts (download.licences.to.GIS and download.permits.to.GIS) were written by Louis Crust. These scripts export a series of 17 ASCII files from the application and licences tables in the database. An ArcInfo program called REGISTRY.AML was written by Brian Fisher to take the 17 ASCII files and build the ArcInfo coverages required to show the spatial extent of the licences, leases and permits and their attribute information.

  Description: On July 23, 2006 as a result of recent changes in legislation I had to modify the name of some of the license types and also change the names of the shapefiles.

Mining Permit changed to - Non Mineral Registrations - in shapefile nminreg.shp

Gas Storage Permits changed to - Hydrocarbon Storage-are Licenses - in shapefile ughslic.shp

Hydrocarbon Storage-area Leases were formerly in the Lease shapefile but have now been taken out and put into their own shapefile called ughslse.shp

I also moved all the registry AML programs from the old GISSV SUN server to the new MINERALS server. This required a number of changes to the programs but the result was a vast improvement in processing time.

  Description: On August 1, 2006 Brian Fisher made a number of modifications were made to the REGISTRY series of AMLs that process the data dump. These changes included the following:

1 - Changes were made to REGDISPMAP.AML to add the non mineral registrations and hydrocarbon storage-area licences and leases to the disposition map.

2 - Designated geothermal areas were removed from the licensee.shp and lictype.shp shapefiles.

3 - The status.shp shapefile was again created.

4 - A routine was added in to REGPORCESS.AML to trap and records where the license number exists but the licensee did not.

5 - The description of a MINING LEASE was changed to "Lease (includes mineral and special leases)"

6 - The ANNO item fields was deleted from all database tables

Processing Step (26 of 27)
  Description: In December 2011 the server that the Advanced Revelations Database resided on died and it was discovered that there were no backups made of the database since June 2009. Registry staff had to re-enter all applications and license from paper. It was not until May 2011 that all the data was re-entered. We began taking dumps of the database and running the quality control checks that were built into the GIS processing. It took over another months to check all the licenses and correct any errors that were identified.

All license that were identified as consisting of multiple polygons were checked and corrected. Many other licenses which were identified as overlapping other licenses were given a preliminary check to see if this overlap could be attributed to re-group applications or pending renewals for which the original license may still be active because the anniversary date has not been reached.

We are comfortable that the major problems have been identified and corrected but there still may be some minor errors in the database. It will take more time to check each of these individually and months to check all the licenses and correct any errors that were identified.

Overview Description
  Dataset Overview: The data set contains 1 shapefile called ALLAPPS.SHP which contains all the mineral rights records. There are another 14 shapefiles which contain individual themes from the mineral rights database in order to make it easier to read if a user wishes to look at different layers separately. For example EXPLLIC.SHP contains only the exploration licences, while LICENSEE.SHP groups all the licences and applications by the name of the licencee or the applicant. There are also 10 DBF tables that contain information which is already contained in the shapefile tables but is not normalized. The data has been normalized in these tables for those who want to use them.

There is a metadata file in HTML format containing a description of all the fields contained in the tables. If you downloaded the SHP product this can be found in the metadata directory and is called DP051MDAT.HTM.   Technical Prerequisite: In order to view this data set, mapping software is required (e. g. ArcView, MapInfo, AutoCAD). If you do not have this software, ESRI provides a free map viewer called ArcExplorer, which you can download over the Internet. This viewer works with the E00 files and an ArcExplorer Import Utility (import71.exe) is needed to convert the E00 files into ArcInfo coverages, which can be then viewed in ArcExplorer.

ArcView Project Information

Our SHP products include an ArcView project which have all of the shapefiles symbolized and tables loaded with link and joins already created. This project uses relative paths so it should be drive and path independent. It can be found in the c:\nsdnr\dp051vxxsh\data_set_id\arcview\project directory.

ArcExplorer Project Information

We have also included an ArcExplorer 2 project (.aep) and an ArcExplorer 4 (.axl) project for this data set that can be found in the c:\nsdnr\dp051vxxsh\data_set_id\arcexpl directory. The shapefiles are already loaded and have limited symbolization, any related tables are not loaded. The AEP project uses relative paths and should be no problem using it without any changes. The AXL project includes a string "#DPMEPATH#" which you will need to search for and replace with your drive letter, a colon and any directory/subdirectories you setup (ex: c:\nsdnr) in order to make the project work. The AXL file dp051_c_nsdnr.axl has the default path for the extracted dataset set to c:\nsdnr\ ... already. Please note the if you do not install the data set using the default path you may need to replace other parts of the reference to the path in the AXL.

Hotlinks

In order to use the hotlink feature within ArcView 3.x in you may need to load MRB's Hotlink Anything extension which may be located in the arcview/ext directory along with documentation. You may also need to set the variable MEBGIS_HOME on your system to the location of the data set on your system. The SHP product provides an ArcView project set up with the hotlinks working. Some modifications to the HOTLINK field in the database tables or in the HLFILES may be required to make the hotlink work properly. Knowledge of ArcView and hotlinks may be required to make this work properly

A feature called hotlinks is used in ArcView to link a feature such as a mineral occurrence or cross section to a single text file, image or web site etc. For features that we want to link multiple items or documents to we have developed our own hotlink extension for ArcView 3.x called "Hotlink Anything". The extension and documentation on how to install the extension, and set the required MEBGIS_HOME variable to the location of the data set on your system is included in the x:\nsgov\dig_prod_num\data_set_id\arcview\ext directory (example - c:\nsgov\dp305v1sh\g118a\arcview\ext) assuming that you used our default directories when downloading the data. The SHP product provides an ArcView project set up with the hotlinks working. Some modifications to the HOTLINK field in the database tables or in the HLFILES.TXT file may be required to make the hotlink work properly. Knowledge of ArcView and hotlinks may be required to make the native hotlink utility or our extension work properly

Problems and Limitations

Problems have been reported trying to import ARC E00 files into ArcView on Windows 95 computers. Related tables do not import into ArcView. It is not a problem on UNIX, Windows 3.1 or Windows NT platforms. If you experience this problem you can use our DXF/DBF product which contains the tables in dBase format. dBase files can be imported into ArcView.
